An inspection is different to a standard visit or an audit, which look at the efficiency of the processes that

form the Management System. In many cases the findings of an inspection

shall

be the objective evidence of

failures of the Management System.

4.1.3.1 Vessel Internal inspections

At least twice per year, the vessel

shall

be inspected by the Company Senior Management using the specific

Management Vessel Visit Checklist

. The

Visiting Manager

shall

ensure that the vessel is aware of

inspection date.

The visit gives opportunities to identify any deficiency in the Vessel Management System and ensure that

improvement actions plans are put in place.

In regard to material state of a ship, it also gives a strong indication of the effectiveness of its Crew and level

of shore support.

This specific checklist is available for the purpose of ascertaining basic standards on vessels without going to

the depth or detail of vessel inspections, audits or similar. The

Management Vessel Visit Checklist

is

developed for use by typically non-operational managers, such as visiting senior management.

Senior management vessel visits enable overview of conditions in a practical manner, providing guidance for

coverage of the following areas:

x

Approaching the vessel;

x

Boarding the vessel – gangway and deck;

x

Discussion with

Master

and

C

hie

f

Engineer

;

x

General discussion with officers and ratings;

x

General vessel tour;

x

Closing discussion with

Master

.

It is important that prior to and/or during the vessel inspection, the

Visiting Manager

reviews the vessel audit

Reports (ISM internal & external audits, Port state Control, OVID/ CMID, etc…) and checks the status of any

non-conformities and corrective actions previously raised. The requirements are as detailed below:

x

Read previous Ship Inspection Reports;

x

Read previous Audit Reports;

x

Make notes of issues highlighted (to ensure they have been addressed);

x

Check progress on any issues raised by the vessel;

On completion of the visit, the

Master

and

Visiting Manager

shall

sign and date the

Management Vessel

Visit Checklist.

The completed

Management Vessel Visit Checklist

is then forwarded to the respective

Operati

o

ns Manager

, who is responsible to develop any necessary

Corrective Action Plan

, assigning

responsibilities and following-up actions with appropriate completion dates.

4.1.3.2 Vessel External Inspections (Flag and Class).

Vessel

shall

be inspected by the External Authorities once per year.

These external inspections and surveys aim to verify that ships are well managed and maintained and to

check that surveys are being carried out effectively by the Recognised Organisations.

All vessels types are subject to expanded inspection and the following areas are supposed to be checked:

x

Vessel structure involving assessment of the hull and deck condition;

x

Watertight/weatertight doors, ventilators and hatchways conditions;

x

Emergency systems, covering emergency lighting, as well as steering gear and bilge pumping

equipment;

x

Radio communications, covering areas such as main installation functioning, global maritime distress

safety systems, and back-up energy sources.
