This procedure highlights what needs to be achieved in order to ensure the change in operating condition (or

maintenance/inspection routines) does not compromise safety or increase risk to the environment or asset.

The bulk of the work associated with these changes is risk assessment and understanding the full extent of

the reasoning behind the current limits. These changes can only be implemented when the control measures

are fully developed and implemented.

The change in operating conditions (or maintenance/inspection routine)

shall

undergo a trial period before

The reason for the change are to be included in the

MoC Form

as this

shall

focus on the risk assessment

process. Examples of reasons include:

x

Main engine lubrication oil analysis indicates oil changes are too frequent;

x

Hydraulic power pack manufacturer has reduced recommended maintenance routine.

Consult all stakeholders.

Assess the risks associated, including :

x

Risks to personnel safety and the environment;

x

Risk of catastrophic failure;

x

Risk of fire;

x

Effect on ship stability or watertight integrity;

x

Risk associated with change of demand on ship’s s

ervices such as electrical load;

x

Effect of changed procedure on ships programme

–

reducing frequency of stores delivery;

x

Effect of change on ships programme

–

reducing frequency of a mandatory maintenance routine

may increase vessel availability but then present problems regarding crew fatigue or scheduling

other maintenance.

x

Deficiency of training / familiarization to new operating conditions.
