One of the most important contract management decisions is to identify the mode which specifies the

responsibilities for managing HSE between

Client

and

Contractor

, or alliance of

Contractors

.

Two distinctly different modes are described below.

Selection of only one of these modes is preferred and

should

be in alignment with local and national

legislative requirements; however, in certain situations it may be necessary to adopt a mixture of modes 1

and 2.

The interfacing of activities between Company,

Contractors

and

Sub

-contractors

should

be agreed by

making a gap analysis and assessment of their

Safety Management System

.

The SMS elements that take precedence

should

be specified by means of system bridging and HSE

planning before work commences.

4.3.2 Mode 1

The

Contractor

provides people, processes and tools for the execution of the contract under the

supervision, instructions and

Company Safety Management System

(SMS).

The

Contractor

has a management system to provide assurance that the personnel for whom it is

responsible are qualified and fit for the work and that the processes, tools, materials and equipment they

provide are properly maintained and suitable for the contract.

4.3.3 Mode 2

The

Contractor

executes all aspects of the contract under its own SMS, providing the necessary instructions

and supervision and verifying the proper functioning of its SMS.

Company is responsible for verifying the overall effectiveness of the HSE management controls put in place

by the

Contractor

, including its interface with

Sub

-contractors

, and assuring that both Company and

Contractor

’s SMS are compatible.
