This procedure applies when operating on the up weather/up current side of any offshore installation; strict
compliance is essential to avoid a potential accident.
Masters
are responsible for ensuring that this procedure is effectively implemented.
Whenever preparing to work on the weather side or up current side of an installation, the following
shall
be
observed:
x
Weather conditions, including current,
shall
be evaluated to determine if they are within the vessel’s
capabilities;
x
Specific operational limits
shall
be established and adhered to North West European Area (NWEA)
guidelines
shall
be applied where applicable;
x
The ‘set up’ position
shall
be selected with consideration of plotted drift, in case of breakdown or
propulsion failure so that the vessel may drift clear and past the installation without risk of collision;
x
The vessel
shall
be ‘set up’ in a position at a minimum of 100m safe distance from the installation
and clear of the structure;
x
The vessel
shall
be ‘set up’ on a heading relative to the anticipated work;
x
Station keeping
shall
be maintained in the ‘set up’ position for at least 15 minutes (30 minutes in DP)
to assess station keeping ability;
x
When the station keeping capabilities are assured, the vessel
shall
be slowly manoeuvred into the
working position;
x
Once in the working position, station keeping ability
shall
be re-assessed for another 15 minute (30
minutes in DP) period prior to any crane work commencing (including lowering hoses, etc.);
x
The installation
shall
be notified in advance that these safety measures
shall
be undertaken.
The following matrix
shall
be used as Company weather limit matrix:
